Add a GitHub Actions workflow and shell script that scan all commits in a pull request for Co-authored-by trailers from known AI coding agents (Claude, Cursor, Copilot, Codex, Aider, Devin, Gemini, Jules, Windsurf, Cline, Amazon Q, Continue, OpenCode, etc.).
