补充项目级 AGENTS.md，明确面向用户的沟通、提交摘要与正文、PR、Issue、审查和验收报告默认使用中文；同时记录源码仓库边界、验证命令、敏感信息要求以及 CI/CD 门禁。技术标识、协议、命令和第三方原始错误允许保留原文。

本变更仅增加规则文档，未修改业务代码。已通过 git diff --cached --check。
