新增独立的 GPT-6 Luna Decisions 基础模型（alias：gpt-6-luna-decisions，原生调用名：gpt-6-luna），分类为 text_decision，并声明 openai_decisions 原生协议。原有 gpt-6-luna 聊天模型保持原身份。

同步补齐目录 Schema、能力回归测试、官方依据、latest 指针和不可变版本快照。本次只发布模型定义；实例渠道、用户授权、价格及桌面程序发布仍分别管理。

验证：Node 22.22.0、Yarn 1.22.22 下 format、validate、25 项测试、prepare-release 与 check 通过。目录仅新增 1 个模型，没有修改或移除原有模型。版本 20261025T071752227Z，模型总数 226。
